I think it would be a medal given to those who served in a campaign or expeditionary exercise that is not declared a war. Some examples may be Panama, Granada, Kosovo, just to name a couple.

Im sorry, i should have explained. I see it on alot of state aplacations for jobs and other sevices. I didnt know what to check.

I read somewhere that the Armed Forces Expeditionary Medal, or a caimpaign medal are interchangable; both would count as a 'campaign badge' on most state and federal dealings.
